I wouldn't mind betting that queuing on the API is a bigger issue
that network overhead to be honest.

I'm surprised you were only seeing 3 uploads/s though as I'm sure
that josm usually uploads faster than that for me.

Incidentally, I only said that dev wasn't the best place to do it
not that we shouldn't try and run it on one of our servers. How
much CPU and memory does the uploader use anyway?
