In ant case, we do need to figure out how to reconcile the existing
mapping with the upload. I know in my area, for instance, there are new
motorway_links that have been built in just the last year. I've mapped
those, and know that they aren't in the TIGER data. It'd be too bad if
we just wiped that stuff out completely. For now, with my data, I'm
happy to upload on top of it, and resolve it at a later time. The JOSM
validator plugin finding crossing roads tends to find this stuff pretty
fast.
There's also the next step of taking other TIGER features like
landmarks, county/state borders, and "Census Designated Places" and
getting those data imported as well.
