Exactly. In fact, adding data to the USA now is harmful, because it
means conflicts have to be resolved with the Tiger import. Let's get
Tiger (and AND) in ASAP.

I don't think it's unreasonable to turn off T at H in the mean time to
reduce api server load. Once it's done, we can put the whole of Holland
and the USA in the T at H queue. :-)

As people have said before, this project is about map data, not about
the PNG maps per se. If the PNG maps have to remain a week out of date
until after the whole import, it really isn't a problem.
