Hmmm.... I was planning to make separate arrangements with kleptog
for the AND uploads... To start with I would like to avoid having
both running at once until I have more idea about what resources
they will need.

My plan was essentially to get Dave to upload a county or two as a
test of the bulk upload system and to allow it to be fine tuned.
