One thing I really want to do is remove the memory usage as an issue.
It's not hard, just store on disk: that's what the DB_File module is
for,

I don't know how big the average TIGER upload is, but the AND will be
8milllion+ objects in one go, and that *does* take a lot of memory.
(800MB or so)
