I agree.
There's one point that I would like to bring to the attention of the
TIGER import team - maybe it is already taken care of, I don't know:
I would like to see the whole of OSM under PD license at some point
in the future. This is unlikely to be agreed by everyone, so if we
want to avoid kicking out the non-PD people and deleting their
contributions, we will have to aim for some kind of "dual license",
where you have a choice of either accessing the full OSM data set
that we have now, or a "filtered" version that gives you only the PD
stuff.
What exactly this version would give you will of course be subject to
debate, but I guess it would be fair to assume that something that
was imported from TIGER and not touched afterwards is still PD and
would be handed out by such an "PD OSM" service.
I hope that there will be a relatively easy way to find out whether
something in our database is still untainted TIGER data. Will you be
using a special username for TIGER uploads? That would solve the
problem rather nicely - everything last modified by that user would
then be original TIGER stuff.
