As long as there is at least one node in the bbox then you should get the
way.  If there are no nodes in the bbox (for example, when a way just
crosses a corner) then it will not give you the way.

Yes.  As far as I know the only limiting factor is the apache timeout
(currently set to about 20 minutes).  If this becomes a practical problem it
should be possible to increase that limit.
