OSM works like a wiki and the data we create and change is not always
100% finished or correct. So don't be afraid to make your changes step
by step until you are satisfied. You don't have to get it right in your
first upload! Over time, the data is improving.
If you are mainly interested in mapping your area then it is very likely
that you don't really want to run your own OSM server at home - it is
rather complex.
Just take JOSM, do your mapping and if you have questions, use the
mailing lists.

The OSM wiki has that information, but with a quick search, I could not
find that page. Shame on me.
Maybe someone else can point you to that information.

Just use JOSM again. Download the area you edited and make the changes
(move, add delete data) you want to do. Then upload the changes and you
are done.
