Not necessarily.

Rerun the cygwin setup program - go into the "devel" section and select:
binutils, gcc-core, make, (and possibly) automake and autoconf. 

However libxml2 is already available for cygwin, so you can also select
libxml2 and libxml2-devel and get back to your original problem.
