Your options are basically:

1) Take the planet.osm file. Filtering is *possible* although not really
all that easy, as the planet.osm file is quite big, so you may be better
just leaving that to the SQL side of things. There are various scripts
within our subversion, but it's not always obvious what each one does,
or which is best for any given task.

2) Use JOSM to download the osm for a small-ish area, say a town. This
may well be your best option for the time being as you learn about the
techniques involved. If you aren't yet using JOSM you can also get OSM
data for a town from http://almien.co.uk/OSM/Places/
