[OSM-dev] P2P magnet links for planet.osm distribution

What would be more bandwidth saving would be to make the planet.osm
available as an rsync, so the you only have to download the changes
since last week, or even better something to merge changes from the RSS
feed into a local copy of planet (or a full DB) as they happen.
