Maybe there could just be another "action" that could be set in the .osm file
(rather like action="delete" or action="modify") - action="private" - anything
with a (presumably negative) ID and action="private" should not be uploaded to
the server.

action="ignore" might be a better name - I dunno, I'm useless at thinking up
good names for stuff ;)

Obviously requires client updates, but I can't imagine that they would be too
complicated. Clients would not need to be able to toggle or set this flag.
