I agree that any single entity should be only tagged once, however that
is not always possible with the current data model. For example with
roads that change classification along their length, are partially one
way, are very long, are dual carriageway, etc. etc.

This is why the "nodes-ways-superways" data model was proposed. (where
ways are ordered lists of nodes, and one or more ways are grouped into
superways, which can be tagged)

The "nodes-ways-superways" model could also be thought of as extending
segments to allow more than two nodes, and hence vastly improving their
usefulness.
