I created a custom tool for converting OSM data direct to shapefiles - 
osm2shp. It's available in OSM SVN under the utils directory and requires 
shapelib, libosm (also available from OSM SVN under libs) and expat.

At the moment it doesn't do anything about ways with segments in incorrect 
order, or branched ways - but I aim to sort this out (see "segment free 
database" thread)
