In theory, that's my opinion as well. I have also started to document 
plugins in the OSM Wiki because I thought it is better to have 
everything in one place.

However, I am becoming doubtful about this. We're seeing degrading 
performance in parts of the central hardware, administrators are 
overworked to a point where anything but the simplest request causes 
long delays, systems are becoming ever more complex, decisions are made 
by a foundation behind closed doors, and so on.

I think if I were to write a major contribution today, like JOSM, I'd 
prefer having my own wiki, my own trac, and my own download site.
