I favour this option. There a number of cities where extensive work has
been done, it would be a waste to throw this away. We could manually
check against the AND data of course.
For large area's where there is no data, de import could be done
automatically, but I prefer to do it largly by hand.
Will take some more time, but then you can check the data better.
I read that Floris has already made one big .osm file from the AND data.
You could split this up in to smaller chunks and work from JOSM to
integrate the data.
Is it an option to use the next Amsterdam mapping party
