[OSM-dev] Dev's purpose

Hi foundation folks and OSMers,
I think we need to make a decision what "dev" is supposed to do. Currently it does everything t at h related, it serves SOTM stuff, it archives and serves all planet.osm files (12,000 times during the last 8 days) *and* it is development server.
People ask me e.g. to get them a postgres account so they can work on their project of porting OSM to postgres. Others extract planet.osm on it. On the other hand, the box is more than busy waiting for it's hard disks already.
So I would like something which could help me justify on either agreeing to or refusing those requests. Do we want to continue facilitatating postgres experimentantion on that box and other development work? Should we steer it towards being optimized for t at h requirements? Those are trade-offs, and making the call is often difficult.
I would appreciate if Steve, 80n, Nick and others gave their input and opinions on this, giving me something to use as a rule-of-thumb guideline. Ideally, the foundation's meeting minutes would include a sentence on that, but...
