No, all 4 layers are on the very same server so far: dev.osm
Grants squid and my apache proxy were dividing up the load of the default osmarender layer as shown on informationfreeway.org.

And yes, if we have nice and stable proxy servers set up by people it would totally make sense to move the same scheme to the OSM home page. It saves quite a bit of bandwidth (and hard disk accesses on the dev server).
