[OSM-dev] Latest Planet.osm dump

Hello RD,

As Martijn says, the dump was delayed because of a lack of space on dev.
The 30/5 dump is post API 0.4, so the format will be consistent.  An
OSM2arcgis importer sounds great - is it osm - shp?
