I also use an unwayed segment as a stub for ways that I did not complete
or which continue. Simply dropping these would all make these attempts
obsolete. I won't object if that's easier for everybody. But converting
1-segment stubs departing from nodes connected to ways to FIXMEs and
dropping everything else sounds like a good compromise to me.
