Here's an idea for the JOSM Validator plugin and for maplint.

If a way is tagged natural=coastline, then check its end points.
At each endpoint, there should be exactly one way connecting, and 
the connecting segment should point in a continuous direction.
(For an island or a lake, a single way might bite its own tail.)
If such a connection doesn't occur, there's a problem at that 
node.
