As postgres showed up on top on dev yesterday, this might actually help.
 As the critical issues still seem to be disk accesses though, I don't
know how much it contributes. Still, freeing up some RAM for dev can
never hurt.

P.S. I filed http://trac.openstreetmap.org/ticket/456 about
reinvestigating the tiles-per-ip limit which I find a tad too harsh.
