There's a python script here:
http://trac.openstreetmap.org/browser/sites/rails_port_postgis_branch/db/import_osm.py

that was made for loading planet.osm into a postgis database with the
rails layout for testing purposes. It could probably be adapted very
easily to the mysql database. In theory, just change psycopg2 line 117
to MySQLdb.
