I doubt you would step on any toes. If you have an interest in getting
mapping data for the area, go for it! I just had Dave hold off on
uploading it because it's probably best to prevent duplicate ways
where a lot of mapping has already been done (hard to find and fix).
Your method seems reasonable, but you might want to do it
incrementally; work in small sections.

Maybe someone else who has actually done this type of merge can comment...
