The imagery is copyright, subject to Yahoo terms and conditions. You are
not allowed to download it for any kind of "processing", you can only
look at the images through the Yahoo supplied APIs.

Roughly speaking, you can use the images to find geographic locations
(e.g. where roads are situated), and when you do that, Yahoo don't claim
copyright on those locations, but read the Yahoo terms and conditions
before you attempt anything other than using Potlatch or JOSM/YWMS.

What does your project do? Maybe you can work with
http://openaerialmap.org/ but they don't have much imagery, if any at
all at this stage.
