There are ways to increase the throughput of tiles, for example,
rendering larger areas in one go. Mapnik rendering speed is sublinear,
rendering an area equivalent to 25 tiles only takes a few times longer
than rendering a single tile. However, determining whether that would
help the queue backlog kind of depends on the distribution of the
tiles queued.
