[OSM-dev] Merging Validator into JOSM by default

Plugins are a developers playground and a usability nightmare. The
major issue they create is that average users/new users have to go
find the plugin in the first place and they are often used to replace
critical functionality of the program.

In this vein, I am suggesting we merge the Validator into the main
JOSM package and decide on a sensible set of defaults for it to warn
on upload. This will catch a lot of the little errors that new users
accidentially create.
