why do you do it that way?
Please provide a reason for this.
If both ways have the same geographic location
and since the tags for both don't interfere
with each other, what could be the advantage?
Having 2 ways using the same nodes is highly confusing
and error-prone to edit, let alone completely redundant.
(You never see 2 ways in any editor I have tried and
if they cover the same nodes in the same order there
is no reason to store a second way-element in the db.)

If you can come up with any reason, please add
it to http://wiki.openstreetmap.org/index.php/Key:railway
so that others looking up how rails are tagged will see
it and do it the same way.
