I've implemented the Win32 installer, so I also took some thoughts which 
plugins should go into the win32 package.

I personally would see the following as essential:
- mappaint
- namefinder
- validator

The following might be helpful (but not essential IMHO):
- osmarender (not everone uses/has firefox and the output is often 
buggy/ugly)
- tways
- wmsplugin
