The "compatible id" problem is an interesting one.  Long term I'd like 
to see a solution to this as well.  The replication features of osmosis 
would be a prime candidate for such compatibility checking.

Perhaps this one can wait as well?  I don't want to delay everything 
forever but to solve this properly could be difficult.

That was my initial thought as well.  I just want to make sure whatever 
I do is compatible with windows and linux which I why I was leaning 
towards the property file approach.  I probably should check what JOSM 
is doing.
