[OSM-dev] OSM Notes API, Issue Tracking

The format of Waypoints downloaded to GPX using gpsbabel from my Garmin
Legend (old B&W version) is:

<wpt lat="52.399999928" lon="-1.812999956">
  <ele>107.792725</ele>
  <name>045</name>
  <cmt>045</cmt>
  <desc>045</desc>
  <sym>Waypoint</sym>
</wpt>

ie there are no timestamps on the waypoints.
