Are you attempting to authenticate as a user with no password? If so,
TomH fixed that a couple of weeks ago:
http://trac.openstreetmap.org/changeset/9211

Normally I rely on the Unix ident-same-user type authentication so I
avoid needing to specify either a user or password.
