I do not thinkt his is a good idea. You need to validate all points
of a way.
So our requirements are:
* allow undo of commits
* def diffs including user-names and timestamps
~ for a bounding-box + time-range
* allow restricting or reviewing (better) edits of regions
(majority-vote, edit only by users that have been active for x days,
~ review by senior editor before commit to the database,...)
Next step:
* What changes are required to the database-schema?
* What changes are required for the API?
