I agree. Having a top level branch folder doesn't make sense unless you
want to branch the whole project in one go. Each sub-project should have
it's own trunk and branch folders (but they don't have to be called that
- - they can be called [name] and [name]_branches/branchname if [name]
already exists and doesn't contain a trunk).
