[OSM-dev] Add "branch" folder to the root of SVN

Hi Milo,

The idea is to create an as-stable-as-possible Merkaartor-0.11 branch for
release before moving on to implement new features.
I will make an announcement for translators and testers when everything is
in place.
I expect a 2 week stabilization period before actual release.
