[OSM-dev] Mapnik style updates: highway=road

Hi,
Steve Chilton usually handles the mapnik styles. I'm not sure if he
reads dev@ so I've CCd him in.

Since this is a new value for the highway tag, it may require also
adding to the relevant osm2pgsql places. One I can see is:
