JOSM's validators coastline check ("clockwise water") doesn't work
right. I'm worried that it is going to encourage people to break the
coastlines in the database.

For a start, "clockwise water" is not an error, it's correct. Water
should be clockwise, it's land that should be anticlockwise. But use of
the words clockwise and anticlockwise is confusing. It's much easier to
understand "water is on the right, land is on the left", or more
generally for areas "colour is on the right".

The validator plugin always reports an error when water appears on land.
It is trying to correct islands on water.

Please can this part of the validator plugin be disabled until it is fixed.
