[OSM-dev] [OSM-newbies] upload data from non-gps source

Basically, make sure your input file use negative integers, otherwise
you will overwrite data on the server (negative means "server has not
assigned an ID yet"). After that you can either use JOSM, or the
bulk_uploader inSVN.
