[OSM-dev] osmosis - smallint again

Apologies, when I made the 0.5 change I assumed it was going to be fixed 
as part of the migration for 0.6 so left the 0.6 schema as smallint.

I've updated the script in svn to use int for the sequence_id column on 
both way_nodes and relation_members tables.
