Hi Dirk,

to make it short: I just dropped the "not so obvious" part of the check. 
A small fraction of errors remains, that is errors of this type:

  way A, layer 0	|
  		|           way B, layer 1
		|
  	--------*------------------------------------
		|
		|
(way A and way B share a common node)
