Use an uploader that inserts the changeset tag on upload, as you will  
only know the changeset id at the point of upload. Remember that a  
changeset can only have 1 hour in no activity, and last a maximum of  
24 hours.

You probably need to look at the other thread that was discussing this  
same issue.
