[OSM-dev] OAuth

i've committed a working version of OAuth token support for OSM. it
turns out that ajturner and i were working on it independently, so it
makes sense to share code.

the code still passes all the rails tests and i'm pretty confident it
doesn't break anything, but it will require a new gem (oauth) and
there are a couple of new migrations.

proper documentation, usage examples, etc... will be forthcoming
shortly. any questions in the meantime, just ask away :-)
