I also thought about, and tested vrml. It's good enough for one building, or maybe one street/a small map. But for bigger maps? But you don't seem to need bigger maps.
WebGL is not a data format, it is a set of commands to draw points/line/polygons. Why use a data format like VRML, when you can draw directly the nodes/ways as points/lines/polygons?
