[OSM-dev] Missing Bing zoom level at some places

+1 from here. I wonder that the bing imagery is not scaled on higher zoom levels in both JSOM and 
Potlatch2. The imagery will not be better by scaling, but the point is that mappers can make more 
detailed edits then.
