[OSM-dev] open MapQuest tiles: unclear on what's allowed

I am not clear if I am allowed to scrape and cache tiles using URLs of the form


http://otile1.mqcdn.com/tiles/1.0.0/osm/8/126/87.png

Am I allowed to scrape (and cache, and serve) as many of those as I want as long as I don't request more than 4,000 per second (and as long as I give proper attribution to MapQuest)?

I understand (at least I think it's clear) that I can distribute an application where the total number of requests to http://otile1.mqcdn.com/tiles/1.0.0/osm from all clients is no more than 4,000 per second. But is it okay if all of those requests are coming from a single client?
