An argument to support rendering the surface tag in Mapnik (for example
as proposed in the trac ticket, at the scales where it would be visible)
is that it would make mapping easier in countries where unpaved roads or
streets are common, by separating physical surface status from relative
importance in the road network all the way to the (main) rendering stage.

See, for a recent example of discussion about Haiti - where
"impassability" questions are also present but where a surface rendering
would already make many things easier to represent:
