This file is now available from gwdg:

Its contents is completely identical to the original .osm.bz2 file from 
planet.osm.org
   <http://planet.osm.org/full-experimental/full-planet-110418-0000.osm.bz2>

It has just been converted to pbf using the mechanism described in the 
last mails to this list.

If you are able to work with this file: do it, it's around 8 times 
faster to read then the .osm.bz2 variant and around 20 times faster to 
write.
