[OSM-dev] render_list vs generate_tiles.py

What is the main difference between these two scripts to pre-render tiles?
 It appears as though render_list spits out the .meta files and
generate_tiles.py generates .png files?  I'm trying to pre-render tiles for
a given area, for a server built off of the instructions on switch2osm.
