[OSM-dev] render_list vs generate_tiles.py

render_list talks to the renderd and can be used to pre-populate the
meta-tiles an apache/mod_tile-based tile server.

generate_tile renders tiles direct as individual PNGs suitable for
either direct access or static serving.

I use render_list and wrote a script to generate the desired tile
numbers into a render_list input file to prime my tile server, also
built from the switch2osm instructions.
