[OSM-dev] render_list vs generate_tiles.py

I think what I was after was the flexibility of the generate_tiles.py but
for a mod_tile based server. Define a bounding box and render all zoom
levels (.meta files). This is easy with the generate_tiles script.
However, with render_list you have to use tile coordinates and are
restricted to a single zoom level.
